Spamdexing, known as search spam, search engine

spam can involve a differing methods, such

or prominence of resources indexed by a search engine,
in a manner inconsistent with the purpose of the indexing
system.
In all cases, the clients were sold on the false
promise their website's would be elevated high in the
search rankings, without a clear understanding of the
methods the search engine optimization company would
use or the risks associated with their Bad SEO trickery.
As Google indicates in their SEO guidelines "you are responsible
for the actions of any companies you hire". This company
was later sued by their clients, with the CEO going
to prison for fraud related charges.
